Ms. Weingarten is not a City employee and is no longer the President of a New York City based organization. She heads a national organization. What obligation does she has to live in New York City?

I don't think she has any such obligation. Nor, though, do Julian Robertson, Martha Stewart, or any of those other people attacked as tax-dodgers in that New Yorker piece.
