Unemployment defers the necessity to find work. Knowing you have 46 weeks of subsidy naturally diminishes incentive. It is not whether unemployment insurance is needed - it is what it does to unemployment. It extends it. Necessity is the mother of invention... How do jobs appear when time and money runs out?
