It was used in many cases to build the stadiums more than anything else (subsidize the 1% team owners). The piece is right its a tax on those who don't vote, but try to find anywhere that does not do that, so that in the end it does even out. Now if the politicians did not have edifice complexes and decided that pro teams could move to their hearts content, and would not finance the stadiums it would be much better. (Someone had to pay for the new Cowboys stadium)
