In many cities residents of a district get together and ask to have the residential district made historic, in order to preserve the district. In many respects that is just a form of city enforced deed restriction. It can go as far as you can not rent your house to someone not a member of the family.

Of course the question on property taxes arises in this case do the value of the property reflect the new restrictions? Many time this is done and reduces the property taxes.
