Bloomberg definitely thinks of the private "sector" as a "garden to be cultivated." And he's the Gardener. Obviously, if we are a bunch of plants and he is the overseer who provides us with water and sunlight--we are far from being autonomous beings. There's no such thing as private property, self-sovereignty or self-sufficiency if we are all part of an overlord's garden. This is exactly the problem with Bloomberg. He may once have been elected as a "Republican" but he is actually a hard-core central planner.
