I can see the ban for driving or riding a bike

It sounds like the ban is on the same wavelenght as bicycle helmets (a good idea but should not be mandated) that its to make you safer. A pedestrian really can't do that much damage to another. Of course this attitude is at the heart of the populist movement where the pointy headed types think they have the right to tell everyone else how to live, including living packed into cities for the good of the environment. In particular in the US where there is lots of empty land and struggling small towns.
