California tried to put a one year resident requirement before anyone could apply for their generous aid. the courts said no way. Their reason was, it was a restriction on a person's free movement. I thought the argument was idiotic and of course my state is bankrupt because of this. Regardless, it is case law that the state cannot restrict free movement.
