Their effect is to encourage gaming the system and to fan racial resentments? Ya think? This has been the effect for 50 years of affirmative action. Perhaps it was outweighed by counterweighting racial prejudice and resulting disadvantage in the 60s ... and the 70s ... the 80s? ... probably not the 90s ... definitely not now.
