Progressivity is greater at the state level and more restrictions on actions are places. For example new homes in Ca must now have fire sprinklers because (gasp) people smoke in bed. Or you need to get an occupational license to be an interior decorator (its not clear what the public health impact of bad interior design is). Or you needed a license to make coffins in La.

Of course big business would rather have one federal regulation than 51 state and DC regulations. See the issue of the water use of toilets where different states were coming up with different rules so the manufacturers asked the feds to take over.
