I don't think this is such a bad idea

Generally I would agree that Bloomberg is making some poor choices in his third term and am the first to worry that the approach he's taking on some things risks compromising the legacy he should leave. But, on this issue, I think I have to agree with Frank Bruni here - "They're just pushing back against the new normal." It just seems unnecessary to offer these "deals," does noone any good - except for maybe the profits of the fast-food companies.
