People would bid for specific locations every 12 months (open bidding over a weeks time). ( a list of locations for all 5 boros and winning bid price ?) (rent for the city?) This might generate new businesses that start in the outer boroughs and as they become established with a decent cash flow might want to expand into the high volume locations. Sure someone could bid for and win a prime location and then lease the spot but the next year's bidding might incorporate that information as to the value of the location.
