The city would sell an unlimited number of permits for food trucks which should just cover the cost of supervision for the industry.

People would bid for specific locations every 12 months (open bidding over a weeks time). ( a list of locations for all 5 boros and winning bid price ?) (rent for the city?)

This might generate new businesses that start in the outer boroughs and as they become established with a decent cash flow might want to expand into the high volume locations.

Sure someone could bid for and win a prime location and then lease the spot but the next year's bidding might incorporate that information as to the value of the location.
