The Pickens Plan was for Natural Gas for 18 wheelers not autos.

He believed that we could get electric personal autos, but realized that an electric 18 wheeler was not possible, so he wanted to convert the trucks to natural gas. It is now happening with announcements of some truck stops putting in natural gas delivery devices. (It is a lot easier to convert the 18 wheelers as the number of stations required is a good bit less than for personal autos.
