Could this be a good thing?

My first reaction to something proposed by Cornyn would be that it probably would be legislation that would help corporations steal from the middle class. That is his usual goal.

This legislation, however, may hinder private entities who manipulate local governments into condemning property so that they can gain use of it. Shopping malls and sports stadiums are two good examples.

I need to see the fine print on this legislation to see if it is a scam.
