Note this points out the difference between an internet and the internet. Cerf developed TCP/IP on government contract, The ethernet was based on government funded research at the University of Hawaii.

Anyway there was a nice private system that was in the race for superiority but lost big time, although backed by lots of money IBM's SNA. It used Token Ring technology, and was also an internet (a network of networks). But it was hubbed by a mainframe because this is where IBM made its money (the PC was a sideline for IBM). So in the end the government funded technology won out over the big business funded technology. Of course a good bit of this was that techies hated IBM with a purple passion, and every other company worked against them since they were the big boy at the time.
