The make the money and the local government gets the shaft, (see Jefferson Co Al, Orange Co, Ca) The financial salesman put on his used car salesman hat and sells the local entity a jalopy that the wheels will fall off about 1 mile from the lot. It appears (and this makes sense) that they bamboozle the politicos and pay off their advisors to get them to buy the dreck ideas.
