Mother Teresa was once asked why she did not send some of the poor under her care to the hospital as there were funds available for treatment. She said that unless everyone could go, it would be unfair.

I've heard Obama say the same about vouchers, he is opposed to them on the principle that only a select number get to participate. Curiously, he doesn't apply the same approach when doling out favors to corporations (like Solyndra), unions or other friends of his.
