Cab drivers should have a commercial license and carry insurance for example. Medical personnel need to be tested. One needs to apply the test if the person makes an error would someone be hurt or killed? Thus electricians and plumbers need licenses, as with medical personnel. Note that in an earlier issue it is interior designers not decorators that need licenses as they lay out walls and rest rooms etc.
