You state that the use of federal funds "to influence in any manner . . . an official of any government, to favor, adopt, or oppose, by vote or otherwise, any legislation, law, ratification, policy, or appropriation" is against the law.

1) What Law?

2) I believe many federal government agencies have offices of legislative affairs and similarly named departments that exist largely to influence legislation and related matters.
