Good teachers would make for a good school. Unfortunately for the UFT, they couldn't force good teachers to work in those lousy neighborhoods so the entire good teacher theory was blown. Plus the management structure for the school was a mess from the beginning. These schools did not lack for funds (free rent, philanthropy from Broad, support by the UFT) and yet still are failing.
