The president signs the letter of credence an ambasador gives to the foreign government. An ambasador is literally a representative of his soverign (check diplomatic theory see Congress of Vienna). Further down the chain it is the secretary of state that signs the equivalent document for counsels etc. So in the case of an ambasador, Obama is correct according to the proceedings of the congress of Vienna
