back door censorship?

if this ruling holds, it will provide a means for governments to practice a back door form of internet censorship. no need to engage the heated battle over an internet governance bill at the federal level if local, state and federal government officials can with impunity simply expand the plausible - and even implausible - meaning of existing legislation to limit the free speech reach of the web.
