It was the case that the Cushing Ok, Gulf Coast did not need any presidential approval, the northern 1/2 did since it crossed the border with Canada. Anyway it turns out the ND and Texas Oil booms may make the pipeline uneconomic. Of course its not clear that the pipeline will be built in the south half as major protests by landowners against the eminent domain needed for the pipeline are occuring in Tx (although there is a good way to fix that pay extra for the rights, at the right price the market would clear, if need be buy the entire parcel and then sell it off afterwords.) In that Keystone speaks with a forked tounge using the state when it wants to and opposing the state when the state opposes them
