Absolutely an outrageous federal program that needed reform, but not toward expansion! The original 'problem' this program was intended to address was providing acces to coverage in low-risk areas within flood plains, such as the elevated and seawall protected portion of our Galveston city on Galveston Island, when insurance cos stopped writing any coverage at all in flood plains. Result on galveston Island, the larger unprotected western end went from miles of low-value natural coastal habitat, to high-end luxury beach front estates!
