There's no "to whom." Of two people, both want more for themselves, not some sort of ratio between them. Egalitarianism is a mask for envy and hatred of success. There's an old Russian joke about a magic lantern and a geni. The peasant rubs the lamp and the geni appears and offers him one wish. "But," he tells the peasant, "whatever I give you I will give twice as much to your neighbor." Thinking a moment, the peasant shouts gleefully, "Pluck out one of my eyes!"
