I think you may be overgeneralizing in re govt. vs private pay. Virtually all of the grossly inflated examples of pay and/or retirement benefits have involved public safety govt. employees, e.g., firemen, policement, and I think this has happened at least partially because there are comparatively few similar jobs in the private sector and because of public safety employee unions. If you look at other jobs, including engineers, attorneys and medical doctors, government pay is much more in line with the private sector and, sometimes, lower to much lower.
