Unless you use conventions instead of the state legislatures, the BBA will never pass

A state legislator would be a fool to vote for the BBA because it would mean cuts to the states budget as federal aid to the states got cut. You would have to use the method of conventions (as with the 21st amendment) to put the matter to what amounts to a state by state referendum, if 3/4 of the conventions approve it would pass.
