A better way to accomplish the purpose of encouraging completion

Make the trigger for the payment completion of the program the student is enrolled in. This eliminates the economic issues referred to and puts the schools on a pay for performance basis which of course our economy is supposed to be based on (but is not except in civics classes).

Then it creates an incentive to give out diplomas even to students who don't learn enough to pass the tests, no? And an incentive not to kick kids out if they are caught cheating or dealing drugs or whatever.
