I dont see the issue that Malpass sees, It seems to say to me that it affects the taxes above the limits as generally stated. The effect is to add a small bracket between 388k and 400 or 450k as the case may be at 35% and then 39.6 above this. I don't see benefits recapture in the text as the bill talks about in excess of.
