This theory only holds if Obama engages and negotiates over the debt ceiling. If he doesn't negotiate, it shouldn't matter to him how often congress takes these votes. Congress will surely get pressure from the business community and the people who will tire of this useless charade. Again, it will only be useless to the Republicans if Obama keeps his vow and refuses to engage. I hope he does.
