Too much confusion to address point by point. Just about all the banks have paid back their tarp loans to the US Government at a profit. Where the taxpayers are losing or have lost billions is with Fannie Mae, Freddie Mac, and General Motors. Wells Fargo, for example, didn't want or need the tarp money and was forced to take it by the government so the weaker banks were not singled out. Wells repaid the tarp money at the end of 2009. Crony capitalism and the coruption that exists when politicians have control over too much money is one of the points this commenter is trying to make in a very convoluted way.
