According to other stories I have read in order to meet shrinking requirements the military has not been offering re-enlistment to all who desire it in a disguised layoff situation. To fix the cited issue, one would need to know did the person get offered and decline, or not. If they did not get offered then its clear unemployment comp would be due, if offered and they declined then it would be just like quitting in the private sector where you don't get unemployment for quitting for most reasons.
