Recall that withholding started in 1943 to reduce the strain on the governments budget at the time. Of course Ben Bernanke has made letting the government have more than you need more or less painless, as the interest rates are so low. I suspect that in general that is the case now as the failure to pay enough is still 3% so it's better to be sure you have paid enough. But I suspect that since 1943 most folks have gotten a refund, at least on the lower end.
