Such a wasted opportunity! Gates says "WE aren't really studying what works and what doesn't...."

Gosh, who could he be referring to as "WE" ?? Could it be the big teachers' unions and the state-level educational establishments that they totally control ? Could it be the politicians who are puppets for those unions ?? Could it be people like Secy of Education Arne Duncan who, when asked for an example of the effects of the Sequester on educational spending, gave a response that was such a whopper that even his allies in the liberal press (e.g., the Wash Post) called his bluff. Could it be the union-dominated Boards of Education nationwide that have ramped up the hiring of 'administrative' staff at the expense of hiring more teachers for the classrooms ??
