The unstated reason that this legislation is moving through with no "kick back" is that smoking isn't about tobacco anymore, but marjiuana. Most people smoke marijuana and it's just as dangerous to your health as tobacco. However, the "mana" (taxes and fines) is in place from the tobacco companies so why should legislatures legislate in favor of your health? Besides, with dreams of 30% plus taxes on marijuana the skids are being greased in every "blue" state to make marijuana legal.
