So every time there is a terrorist bombing in the US Congress will have to pass a bill exempting victims from the tax? How about school shootings? Will those victims be exempt from the tax? How about workplace violence? Will those victims be exempt from the tax? How about accidental police shhotings? Will those victims be exempt from the tax? I think you get the picture.
