Actually this suggest an idea Heinlein had in one of his books.

You can set the value of your property anywhere you like, but you must sell it to anyone who offers the assessed value. (The book was the Number of the Beast) . What is the date of the states appraisal?

But I do think the Heinlein idea is worth considering it says you effectivivly pay taxes on how much you value the property.
