Look at the 25 to 55 age group which is done by this section of the bls site:http://www.bls.gov/emp/ep_table_303.htm 1990 83.5 2000 84.0,2010 82.2 and 2020 projection 81.3 or even more specific using the 45 to 55 cohort it is 80.7, 82.5,81.2 80.8 for the date listed above. Thus in the prime working years overall little change is seen, I think this elimination of the age range issue by looking at the key years makes the issue more clear. BTw the chart also implies and decrease is primarily coming from males, with womens rates staying above the 1990 levels
