The issue raised is also answered by the question: Assume you found $300 laying on the street. What would you do, turn it in, or just keep it. Based upon what happens when money gets dumped by accident from an armoured car it appears that a lot of folks would just keep the money. So you are asking for more responsibility that I suspect at least 40% of the population would have.
