Within the constraints of the federal and state constitutions, this of course is what democracy means, see the basic income referendum in switzerland. Of course this is why the founding fathers feared true democracy, prefering democracy of the elite. (See Federalists). Anyway once you have intiatives unless the law forbids using intiatives to impose taxes, they will be imposed, and even if the state constitution prohibts this one could remove the restrictions by another initative.
