All this assumes one does not want to sell beer wine or hard liquior, which opens another kettle of permits from the state liquior control board (This dates back to at least medieval times in England needing a permit to sell booze). So the question is really why has not some politicial campaigned on a one stop permit service? I guess there is not enough interest in it.
