I guess the Nurses Association has been reading "Atlas Shrugged" again. But unlike normal folk, there are some people, such as unionists and various socialists, who are confused about who are the bad people and bad ideas in the book. Thus they copy out one "directive" or another that Ayn Rand fabricated as fantastically as she could, and submit it as if it were a good and moral thing, when it is really a sign of moral degradation. Such is this ballot initiative. I'm betting that even a socialist place like Mass. can't pass such a thing, but I could be wrong.
