Beyond this there are the stories of how Reagan and Tip Oneil got along personally, Yes they disagreed on policy, but that did not stop them getting together to have a drink etc. One reason that does not happen is the airplane because senators and reps don't have time to get to know each other with the weekly trip home, and raising money during the week. It also sounds similar to McCain in 2008 when he heard a similar statement about Obama.
