How on earth is this an attack on free speech???

It simply states the obvious - that if you are engaged in political activity, then you should be treated, by the IRS, just like any other citizen - and be expected to pay your taxes.

One is exempted from paying taxes only under certain very restricitve conditions that have been laid out in the law because those engaged in those activities are doing work that is directly beneficial of the social welfare.

Political partisan activity is obviously not that - it is fighting for advantage in the political system, something that everyone is free to do, and will remain free to do.

as they pay their taxes.
