Is this lame proposal a step forward?

The answer to federal statism is not local statism. The answer is freedom.

But could Rubio's proposal be a tiny step in that direction? Would states, under his proposal (and in the total context of cultural attitudes today) be able to elect to have LESS anti-poverty measures, LESS regulation, and LESS taxation? Or would the Flex Funds mean no state could turn off the federal spigot?
