"AT&T doesn't build transmission towers" versus "We provide ... networking capacity"

One may understand from reading "We provide local, interstate and international wholesale networking capacity" that AT&T builds networking hardware. A friend at AT&T tells me that the company is selling off hardware as fast as it can to smaller companies. AT&T then licenses use of the hardware to "provide local, interstate and international wholesale networking capacity." My friend says further that AT&T wants to rid itself of the union worker issues that go along with maintaining networking hardware. The New Yorker is right. AT&T does not build transmission towers.
