Who votes in the Union Elections

Are retired folks eligible to vote in the elections of union officers? If only active workers, then they might be looking at today only and not the future, and asking the officers to get the most today, because tommorrow is unsure. A lot of folks follow the injunction of christ and take no thought for the morrow.
