Auto Dealers exist in every state legislative district. So they can bombard their legislator with objections. There are a lot more dealers and they have been around a lot longer than Tesla. After all to close poorly performing dealers it took bankruptcy for GM and Chrysler, as the laws would not otherwise permit it. The auto dealers have a very good guild.
