Whatever became of the 1974 CITES Agreement, within which there is an exemption, "...for anything worked prior to the signing of this Agreement."........?

Pianos built in the prime quality period of ~1900 through to ~1930, all had ivory keytops. All these pianos were..."...worked prior to the signing of the CITES Agreement. Their age can be verified through their serial numbers. What more is required?
