I suspect the way it works is that Uhaul looks at the question of do they have more trucks at the destination than the source after one way rentals are returned, so that any rental from Texas for example to an area with a shortage of returns will be cheaper than the reverse trip. For example price Detroit to Dallas as an example and I suspect you will see the same.
