They are doing sting operations and impounding cars. all be it Lyft pays the fees to get the cars out and the attorneys. It seems in Florida (as likley in most states) you need a higher class of drivers license to take passengers for fares, as well as in Dade county at least a Limo License. http://www.miamiherald.com/2014/06/06/4162299/miami-dade-impounds-3-ride-sharing.html

Note also that airports charge fees to be able to pick up at the airport.
